Put simply, you don’t need to know of, or what a certain field of math is to be able to apply the different fundamentals of it.
As an example. You ever see a basketball player bring out a chalkboard to calculate the trajectory, mass, spin, or force to throw the ball to get it in the basket? No. Over time they all eventually create a physics model in their heads and are able to subconsciously calculate all of that with relative accuracy based on experience, training, and practice. Yet, a lot of those players never took a lick of physics.
To be perfectly honest, I imagine the US government would see it as too big of a risk to just let him go without at least some sort of shadow watching and following his every move, ready to pounce the second he sneezes wrong. This would be if they were to let him leave.
Granted, it would all be speculation, but the possibility does exist.
At least in the US you can call your local animal control and either them, or the regional wildlife rehab center will help separate them if possible.

For the past few years needing a bag already came with a 10¢ charge per bag for either paper or plastic. This law just bans stores from offering the “reusable” plastic bags, which were near identical to the standard ones, just 5-10x thicker and supposedly having a rating of 125+ reuses.
Those bags were still sub-par quality, supplied in bulk, and rarely used more than once other than for filling with refuse. That previous law never made much sense.

I see those as good, pretty much only if you are hurting for cash while being unemployed and looking. (And given that most if not all states in the US are at-will, you can resign when you find a better position.)
